Havering Sixth Form College

MPL provided Quantity Surveying (QS), Project Management (PM), and Employer’s Agent (EA) services for the extension of New City College – Havering Sixth Form College (Wingletye Lane), delivering eight new classrooms from RIBA Stage 2 through to completion, with the project completed and handed over end of July 2025. The team led programme management and coordinated the design consultants to facilitate a fast-track tender process, supported by the successful achievement of a Certificate of Lawfulness under permitted development rights for over 700m² of new teaching space. MPL managed the PCSA with the appointed contractor, including evaluation of the initial Stage 2 tender. When commercial terms could not be agreed, MPL led a full retender exercise, drafting all tender documentation, managing the process, and evaluating submissions. MPL completed its QS and EA responsibilities with close coordination alongside the client’s project management team.
